The Official Journal of the European Union has published the Implementing Decision (EU) 2024/2662 of the European Commission, which establishes a standardized form for the application for EU Emergency Travel Documents (ETD EU) and modifies the previous technical specifications. This measure is particularly relevant for EU citizens who do not have representation (embassy or consulate) in third countries and need to return to their country of origin without a valid travel document.
The EU Emergency Travel Document (ETD EU) is essential for those in emergency situations outside the European Union who do not possess a valid passport or travel document. Through this new regulation, the aim is to enhance security and streamline the processes for issuing these documents.
Key Aspects of the Decision
- Uniform Form: A standard form has been introduced that citizens must use to apply for an ETD EU. This form includes information about the obligation to return the document once it has been used to reach the final destination.
- Improved Security: The new technical specifications strengthen measures against the counterfeiting and imitation of ETD EU, thereby increasing security in the issuance process and reducing the risk of fraud.
- Unique Application Number Assignment: To avoid duplications and improve control, a unique numbering system has been established that ensures each EU Emergency Travel Document issued by the member states is correctly identified.
Implementation and Entry into Force
The new regulation will come into effect on November 3, 2024, that is, twenty days after its publication in the Official Journal of the European Union. From that date, member states will be required to implement the application form and comply with the new technical requirements. This change aims to facilitate the safe return of EU citizens who find themselves in third countries without a valid travel document, providing a quick and standardized solution to obtain an ETD EU.
