Ukraine temporary protection extended until 4 March 2027

On 15 July 2025, the Council of the European Union adopted Implementing Decision (EU) 2025/1460, officially extending the temporary protection regime introduced by Implementing Decision (EU) 2022/382. This extension prolongs the validity of temporary protection for persons displaced from Ukraine until 4 March 2027, in accordance with Council Directive 2001/55/EC.

⏺️ Why has temporary protection been extended?

The Council acknowledged that the conditions which led to the introduction of temporary protection in 2022 —namely the Russian aggression against Ukraine— remain unchanged. The armed conflict continues to generate humanitarian needs, large-scale displacement, and a lack of safe and durable return prospects for millions of Ukrainians.

As of mid-2025, over 4.3 million displaced persons from Ukraine continue to benefit from temporary protection within the EU. The Council cited ongoing instability, persistent air attacks, and internal displacement within Ukraine as key reasons to extend the measure.

This decision ensures that displaced persons continue to benefit from immediate protection and access to a harmonised set of rights such as residence, access to employment, education, medical care and housing —while avoiding additional pressure on national asylum systems.

⏺️ Legal and administrative implications

The extension guarantees continued application of Directive 2001/55/EC without disruption until 4 March 2027.

A person can only benefit from temporary protection in one EU Member State at a time. Member States are instructed to reject residence permits based on Article 8(1) of the Directive if a person is already granted protection elsewhere.

Member States are expected to upload timely and accurate data to the EU Temporary Protection Registration Platform, including inactive cases.

⏺️ Who is covered — and who is not?

This extension applies exclusively to the categories of displaced persons as defined in Implementing Decision (EU) 2022/382, and does not automatically confer long-term or permanent residence rights. It also does not replace existing asylum procedures.

  • Ireland is bound by the Decision and applies the provisions of Directive 2001/55/EC.
  • Denmark is not participating and is not bound by this Decision.
