The Royal Decree 316/2026 not only introduces vulnerability as a pathway to access Extraordinary Regularization, but also establishes a key practical requirement: the need to prove this situation through an official model.
The Ministry of Inclusion, Social Security and Migration has published this model as Annex II of form EX-32, which constitutes the vulnerability certificate that must be issued by authorized entities.
Below, you can access the official model:
⏺️ What you should consider before using the model
Having access to the form is only the first step. In practice, it is important to consider:
- The model must be completed by an authorized entity
- It is not a document that can be filled out by the applicant
- The information included must clearly reflect the situation of vulnerability
- The content of the report will be decisive in the assessment of the application
Proper preparation in advance can make a significant difference in the final outcome.
